EU praises The Netherlands on security and trust

In his speech at the ECP-EPN meeting in The Hague on 25 November senior staff member to EU-DG N. Kroes’ cabinet, C. van Oranje, spoke about the Digital Agenda of the EU. He praised the efforts and results in the Netherlands where enforcement and prevention are concerned. He specifically mentioned the arrest of the Bredolab botherder, praised Govcert and the platform approach in which public – private cooperation is forged in the Netherlands.

As a comment. What the Digital Agenda lacks is the cross border aspects of cooperation and enforcement. Of course this is not the sole jurisdiction of DG Information Society and adding spam and malware enforcement to the CPC directive is an important step in the right direction. Still cross border aspects need to be tackled sometime soon. International cooperation between jurisdictions needs to be brought into the digital age and on the EU agenda. No matter if it concerns cyber crime, phishing, spam or fraud. If we can not achieve this within the EC, what chances do we stand outside it?

2) Veiligheid en vertrouwen –
Ook op dit punt scoort Nederland goed, zowel in de opsporing, en beheer, als ook in preventie. Niet lang geleden is door toedoen van Nederlandse cyber opsporingsambtenaren een cyber crimineel opgepakt die 30M geïnfecteerde computers beheerde. Op het gebied van internet veiligheid van de overheidssystemen geniet de Nederlandse Gov Cert veel aanzien. Vooral interessant is de platform benadering hier, waarbij verschillende overheden en alle relevante marktpartijen samenwerken om afspraken te maken in de aanpak. Daarnaast is NL is koploper in preventie (gemeten naar effect), oa als partner in het Europese Safer Internet Programme. Op dit vlaak zou de voorlichting in scholen versterkt kunnen worden kan nederland baat hebben bij een Europese uitwisseling van ervaringen en leereffecten.
